Grazing muzzle straight away, or wait and see?

Now Donovan has been broken to drive, he is going to get double the amount of exercise as he did last year. last year he had the very very early stages of laminitus,more of a warning that it was possible than an actual suffering of it. So last year he was in the stable for a while, had a muzzle on when ut, and grazed in a small paddock.
Like I say, this year his exercise has gone up significantly, so do you think I still need to take the precautions, and put a muzzle on him as soonas he goes back in the field, or should I just see how it goes, and see if he can keep some weight off by exercise?
 
It's a lot easier to take the muzzle off later in the year and top his weight up a little than it is to get weight off if it does creap on. (even more exercise, stabling, soaking hay, no turnout etc.)
