grazing on topped pasture

Can you let your horses graze on a field which has just been topped? Do you need to lift the cut grass??
 
My field was topped two days ago, I turned straight out onto it. I always have done. Its been topped to keep the thistles under control.
 
a lot of people allow there horses straight back on but personally i leave the topped grass to die then but horses back on only because i dont want them to stuff them self on the loose grass and give them selfs colic!
 
It was patchy but there were areas almost a foot high of thick grass that is why I'm a bit worried. Obviously I will need to lift some of it to enable the grass underneath to grow but mainly worried about the horses eating the cut grass...
