Greyhound and horses help!

I have had my greyhound/saluki since a pup and took him to gun dog school, knowing he would be a 40mph dog bomb. His recall is (was) amazing (99.9%) and I have been happily walking him for 3 years, socialising him with animals big and small (he lives with a cat and rabbits), he will run towards a deer or a friendly dog, but will immediately return to me if I blow the whistle.
Our usual walk is miles from roads with empty fields, that is until one day there were suddenly 8 horses in one as we came over the brow of a hill... my dog went into hyper drive and had the most glorious time running with them. I was livid with him (obviously not outwards) and so embarrassed, no-one saw and the horses were fine and came over for a sniff and a hello pat once he finally came over to me. I spoke to the owner another day and he said it was fine and they loved dogs, hence why he'd put them on the public footpath. I'm not convinced and now don't know if I can ever let him off lead ever again. He wasn't aggressive with the horses, but was heavily rewarded by their interest. Any advice? I don't have a large garden and he lives to run, being on lead forever would be devastating for us both. I know he won't hurt the horses deliberately and the owner said it was fine, but I don't think it's a good idea at all. I don't know what to do, neither him or the horses are going anywhere soon and the fields are poorly fenced so he can run ahead to them, if he decided to go say hi. If I took him somewhere else I would not know the area well enough to trust him there either. Help!!!!
 
I'd just go back to basic recall on a long line or 10m flexi during your walk and make coming back for his dinner or whatever floats his boat the main focus, for a few weeks.

Basically either what you have (food, toy, praise)/the admonishment you give, trumps the value of self rewarding/chasing the horses or generally ignoring you. Depending on what works best for him.
The training will probably tire you both more thsn
Be on alert and be ready to break the focus and recall/whistle before he even thinks about breaking/ignoring you. You can usually tell by the body language (ears, eyes, tail) just before they're about to go.
And just random recall with big reward for a while.
