Ground Poles at a Jump.

Am an old time BHSAI, don't really teach much nowadays but just registered as an accredited coach and on the safeguarding course someone mentioned that at a jump ground poles are no longer placed flat on the ground. When I asked why no one could give me an answer.

Would be great if someone could educate me and let me know.

In case a horse treads on it, and it rolls, I bet. Elf and Safety...
 
I was having a flatwork lesson around a course that had been left up by a young BHSII (ie did her exams in last five years) at a decent rs last week, and all the fences had flat ground poles...

Maybe it's a new rule that hasn't been fed down yet?
