Any rider can compete in the Open section of a Prelim - and that applies to Group 3s as well as the more usual non member.

It is the Restricted Qualifiers which are limited to Group 7 & 8 riders only.

A Group 3 rider may only compete in prelims HC. The system of open and restricted at prelim applies to those riding unaffiliated horses or members riding unregistered horses. It is designed to give new or novice combinations a taste of affiliated competitions.
Open and restricted sections allow for a more level playig field for the less experienced rider.
The rule book states that BD rules apply therefore a Group 3 rider is not eligible to compete at Prelim.

You need to go back and read rule 21 a little more carefully Worried1. In fact I quote it in full below as you are giving out misinformation which will mislead people.

There is no restriction on the rider for Open Prelim classes - only the horse.

21. PRELIMINARY CLASSES
All classes at an affiliated show including preliminary will be affiliated classes. The Open section of Preliminary Classes are open to anyone, member or non-member, registered or non-registered horse, horse not to have gained more than 37 points. Those competing in the open section do not qualify for the Winter or Summer Regionals.

The Restricted section of Preliminary Classes is restricted to those who are eligible to qualify for the Summer and Winter Regional Championships, i.e. members of BD, who are group 7 or 8, riding registered or unregistered horses with less than 37 points.

Preliminary classes carry no grading points. Full Horse registration will be required for those competing at the Summer and Winter Regionals.

As for Novices, yes a Group 3 rider may compete an eligible horse in the Open section.

oh thank you so much !!!! she has just bought her horse he is 4 yo and just wanted to do a prelim on him to get him out and used to a show !!!

will tell her she can compete in open part of the class !!!

Yes its a good way to get a young horse out and much better than being pushed to do a novice or a young horse test before you are both ready.
This is actually one of BD's better rulings it means that those that are eligible to qual. for the regionals can and those who have a young horse and are a little more experienced and the horse is not can get a chance to see how they are doing and give the horse experience.
Hope your friend enjoys her new pony !
