Grrrr, this wound me up

I was driving yesterday, and was sat at a junction waiting for it to be clear.
One car went past with a dog on the drivers seat with its head out the window!!
It annoys me when I see dogs heads out of passenger side windows. But a dog on the drivers seat! that has to be illegal?!
And I wonder how it was possible, he can't have had both hands on the wheel because the dogs body would have been in the way of the hand nearest the window!
It really wound me up

Totall illegal. Dogd have to be restrained by a harness or suck like in the main body of the car.

You see it all the time people driving around with dogs loose in the car. Don't know why the police never do anything. It must cause accidents.
