guard dogs causing mayhem! advice please

does anyone know where we stand with this?
we dont have many hacking routes suitable to take the babies on. one road we go down leads to several hacks. however, now the nicer weather is here, we are having MASSIVE problems getting past 2 huge rottweiler guard dogs. they run along the 60m fence / hedge barking and trying to get to us, and the fence is right next to the road.
granted, the horses are sharp sj's, and generally 3/4/5yo, but other riders in the area have had problems too, so its not just my nutcases! this includes a young boy falling off his pony and it ending up in the ditch on the side of the road.
does anyone know if we would be able to get anything done about this? i have been down to speak to the owners, but guess what - i cant get to knock on the door because of the dogs! the house is in large grounds, im sure they could lock them out of the side garden for safetys sake.
Who would we contact for further advice?
 
I would try and leave a note asking for some one to ring you and then make an appointment to speak to them face to face. Don't do it over the phone as they may take it the wrong way & slam the phone down. Leave the note in the post box, there must be one there at the front gates.

Sorry but if the dogs are securely fenced in on their property they have every right to be there, your horses will have to get used to it, desensitise them at home.
