What do I do? Driving to and from work each, for about a week, I pass 5 horses (mostly youngstock) tethered on the roadside. There has been a couple of ocassions that one of the horses has got onto the road still attached to the chain. (The road is a unlit country road with quite a few blind bends)
I have never seen any form of water available to this horses. No buckets been lefted but I have seen some hay that has been dropped off. (Not sure who by). Should I report this to a welfare charity or RSPCA? I don't want to give my details. Can it be Anonymous? Any help as I dont like any animal without food/water?
