Gypsey/Travellers' Horses on Roadside

What do I do? Driving to and from work each, for about a week, I pass 5 horses (mostly youngstock) tethered on the roadside. There has been a couple of ocassions that one of the horses has got onto the road still attached to the chain. (The road is a unlit country road with quite a few blind bends)

I have never seen any form of water available to this horses. No buckets been lefted but I have seen some hay that has been dropped off. (Not sure who by). Should I report this to a welfare charity or RSPCA? I don't want to give my details. Can it be Anonymous? Any help as I dont like any animal without food/water?

I'd contact the RSPCA- lett them deal with it, don't get involved yourself.
 
They have to provide food & water. given they are also strying (albiet on a chain) onto the highway they are a hazard to themselves & anyone driving down there.

You can report anonymously, but make sure you do the code (can't remember it, few digits you put in before you dial the number) to hide your number. I reported someone at a yard I was at, old horse in dreadful state, not fed in winter, skin & bones, left for weeks on end. When they came yard owner very angry, demanded to know know had reported horse. RSPCA person had report on clip board, so if my number hadn't been with held he would have seen it!

You do not need the grief from the travelling community. Report it for the horses sake, but don't give any personal information. They tried to tell me it was just so they could get back to me with their findings. In my case they weren't worth knowing. Owner turned up effusing over her 'darling horse' & how she cared for him. Vet turned up & gave the horse the okay to go through another winter. 2 weeks later he died an agonising death, having suffered for hours in the field, tangled in his rugs with the struggling to get up, exhausted, terrified, owner not been seen for days. Phoned her, she didn't care, was yelling at her to call a vet to pts. Turned up an hour later when we were going to call a vet & pay for it, sauntered across field telling us we were overreacting. Yard owner insisted she called the vet, once he arrived we had the crocodile tears over her 'darling horse', who he insisted was pts immediately. Wonder what the RSPCA report back to me would have been.

Report them, hope they help them, but don't expect much action.
 
There are some of these Travellers horses near us. They don't have halters, just ropes around their necks, and they seem such stoical creatures. They were out in the snow with no rugs or shelter, tethered by the roadside as usual. I've never seen them with a tub or bucket for water. I have reported to the RSPCA more than once but nothing is ever done. I guess I need to get a film crew interested.
 
I'd personally report them to the Police because of the danger of them straying into the path of oncoming traffic and also WHW. Poor mites, you are so good to be doing this. As others have said just beware of giving any personal information to avoid any harm to you or yours. Please would you keep us updated?
