Hair loss - any ideas?

My TB has started to lose some hair on his leg in a couple of patches. It's on the inside and outside of his leg above the knee. It doesn't seem to bother him and there are no scabs, it's just scurfy skin. Doesn't appear to be from mud because you'd have thought he'd have got it lower down and not above the knee. Any ideas what it could be and what the best thing is to treat it?
 
My mare had mud fever and it turned into cellulitis when the vet came out and looked around her hock she had started losing the hair .He told me it she has some form of dermititis and that she would probably lose all of the hair.Hes given me steriod cream and told me to wash with hibiscrub but she finds this painful as its too astringent.He gave me some iodine and told me to wash her leg and dry it with very weak solution this seems to be working .If its a form of dermititis then maybe the iodine would work it certainly wouldnt harm the skin like hibiscrub .
The scurfy skin certainly sounds like a similiar skin condition.
