Haltering a grazing horse

Hi!
I started taking lessons not too long ago. This week I was told to bring my horse for the day from the pasture. However, when I came to put a halter on him he was grazing on hay that is kept there. I tried calling him first, then I approached him but he just kept eating. Even when I tried to lift his head up (yes, I was desperate), he was like „Nope, I’m not going anywhere“ and only on 3rd try did I manage to get the halter on. My question is, what are you supposed to do in that situation? I feel like driving the horse away from the food is wrong and may end up with him being aggresive, but that’s just a theory.

(btw. This is a school horse so I don’t really have the chance to do any kind of extensive excercises with him)

I'm sure this is not the BHS answer (!) but when I was on riding schools as a child and then teenager several of the ponies did this - I used to loop the leadrope round their nose and pull them gently off the grass, then put the headcollar on. Chances are the horse is just trying it on - he knows he can ignore you so he does.
