Hard lumps on shoulder

Hi, hoping someone can help me please.

Tonight I noticed some hard lumps on my horses chest and shoulder area. Along the line of his turnout rug.

First of all I thought of rain scald, but there are no scabs or 'heads' at all. Just really hard, almost feel like bone they are so hard, bumps. or swellings. but hard swellings.

Racking my brains trying to think what it could be. Don't think its fly bites. Am sure its not rain scald as no scabs.

He is very sore to touch.

Will get the vet in the morning if they haven't gone down, but thought i'd pick your brains before I go to bed.

Could it be Urticaria (hives)? I don't know if they are often painful but do usually occur on the neck and shoulders, an allergic reaction to something...
 
I'm sorry to say, but my mare gets these if she has been too warm in her rug, they are blocked pores from sweating! They will go down, but just be careful about over rugging - its best to underestimate how many layers they need. Not easy to get it right at the minute though!
