Without seeing it I don't know, but we had a yearling last yr which developed a bony lump on her head. Appeared overnight so we assumed that she'd bumped it on something, but it was hard and didn't go away.
Turned out that it was the growth plates, prob caused by a bang in the first place.
But if it is on one side it's unlikely to be that.
Not much help really am I? LOL
Just trying to throw some ideas at you

Does your foal have a headcollar on 24hrs? (ours do btw) Sometimes if they don't fit very well, they can cause all sorts of lumps and rubs

The bones of the face seem a lot more sensitive than you'd expect. Nikiportia, I've seen that growth plate thing too; hard lumps like bits sliced off a walnut along the line of the growth plates from a local infection. They came up unbelievably fast (hours rather than days) yet were solid & cool; not fleshy or like a normal inflamation. Vet gave antibiotics & they gradually subsided over some weeks.
Again, one of mine had a bump on her nose, just above the noseband of her halter. She must have knocked herself on something (wasn't wearing the halter at the time)- it was sore but only a minor injury which did not break the skin, but it settled down into a bony painless lump- she was 18 months old & I thought she had it for life. It was there for almost 3 years & didn't seem to change at all; then all of a sudden it just faded away.... I find it hard to appreciate how much bone can remodel and I don't know why it took so long or what triggered its disappearance.
In this case I'd suspect the halter momentarily putting pressure on the surprisingly sensitive bone, but its hard to tell & needs watching.
