Sounds like classic mites behaviour, but it may be worth getting a vet to confirm with skin scrapes.
Shampooing will not solve the problem (although unless the cuts are bad it won't harm him) but I use benzyl benzoate to treat mites.
Pig oil and sulphur is a common treatment but I have never had success with it. Also using a headlice treatment is popular or frontline dog flea treatment.
If it is bad then get the vet out and they can prescribe Dectomax injections or provide an Ivermectin wash.

My cob had horrendous mites last year with weeping scabs and a lot of foot stamping. He was clipped and had the dectomax injections last year but found they wore off after a couple of months. This year I clipped him out from start of April, legs scrubbed in Dermoline shampoo and I bought Frontline dog drops (as the spray is prescription only), used one pipette on each leg and he's been ALOT better this year.

I tried sulpher and pig oil but both my ponies were allergic and were even more itchy after one day!

Clipping feathers is NOT essential unless they have got horrendous weeping sores. I have never had to clip despite a few flair ups. It is easier to assess the situation with them off but with thorough care it does not need to happen.
The Coopers that works is for sheep and cattle. I have used the horse fly spray and found it to be the chocolate fireguard of the mite treatment world...

guys thanks.
im gonna get stuff from vet and see about injections.
he is a tb with hardly any hair on his legs. im gonna ask cow/dairy farmer where he gets his stuff from(maybe get a freebie if i speak nicely enough!fingers crossed).
