Do what you feel you need to do for the horse in front of you. Cushings can affect how well they regulate their temperature so if she feels the cold when it's wet & windy then yes I'd rug rather than have her uncomfortable, esp if no shelter at the moment. If especially vile then would even consider bringing in for part of day to dry off & eat some hay. The horse I lost last year would be in at least a rainsheet if not a 50g for a sudden downturn in weather (he also had cushings & if he got cold would drop weight like a stone) regardless of what kind of coat he had started to grow. The young Highland on the other hand has yet to learn what a rug is & is on "stage 1" of winter coat growth (he seems to have at least 4 different coat thicknesses according to time of year & how cold it is). He's got plenty of shelter & enough grass to keep him going. I could probably bib clip him & still leave him naked (I intend to if he doesn't drop weight)
