hay looks like it has mould on..?

Ideally you would chuck it but as you have said, hay is in very short supply so I would soak it thoroughly and see if they will eat it.
 
We've had a problem with this too. I''m guted as it was £5 a bale and lovely lovely hay too! I found that I could brush it off with a yard brush (it was only very slightly covered), then soaked it. I've been trying to mix it in with good hay too. Haven't had any problems so far, but not doing much work with the horses,and they are out for several hours a day now, so getting lots of fresh air. If they were in 24/7 I'd have been more worried feeding it.
 
yes, will do that thanks.. as we have not much grass atm, there is a companion in the field who could have it after it is soaked for a while.. :) .. saves a 5er
