Hay smelling like salt n vinegar crisps

Sounds like the hay has had some additive applied when baling to stop any mould growing. I is called Baler's Choice. It is basically a very weak mixture of citric (lemon juice) and proprionic acid. It stops hay heating up and mould growing. It poses no health implications to any animals as it is produced in the stomach naturally anyway.
