I know that I bang on about how good HayGain steamers are, and here’s a simple test to do during the heatwave to find out how effective a diy version is.
The hay steamed in my trusty Haygain One is still perfectly moist, fresh and ready to feed 24 hours after being steamed and being left standing outside in the hay chamber with the lid on. Several hours in which it will have been standing in full sun in 30° plus temps.

If a diy steamer is steaming effectively then the steamed hay will also last this long. If it’s stinky, then the diy steamer isn’t doing an adequate job.
When I used to soak hay it would start going off within a couple of hours in temps like now.
