Haylage and Cushings

Would there be a problem feeding a high fibre haylage to a Cushings mare? The Cushings is well controlled with 1.5 Prascend tablets a day. She had laminitis a year and a half ago when the Cushings was diagnosed but (touch wood) no repeat. She lived out all summer on average grazing.

I'm asking because she is proving hard to keep weight on at the moment, is very fussy about hay and often hardly eats any over night and despite soaking the hay is giving a cough or two when worked.

Any thoughts appreciated

I feed my cushings pony haylage, he will not eat wet hay and does not eat much feed, he is not laminitic as such and is usually under rather than over weight.
I believe that it is lower in sugars than hay and can be as low as 3% so there should be no problem.
