Haylage and grass - could this send pony over the top?

Hi, I have started feeding my boy some haylage alongside his soaked hay he has been having this for about four weeks and has been fine. He has just been moved onto fresh grazing for the winter at the weekend. He has become very full of himself so much so that we tried to clip this morning and couldn't as he was so wound up, he was always very pumpy to ride! I am thinking that although the grass wont have much in it that the combination of the two has tipped over into manic mode? Anyone thoughts?
He is only having fast fibre as a feed and gets worked five times a week.
 
I am feeding soaked hay as he coughs on dry, the haylage our yo produces is not overrich. I thought that soaking hay through the winter would be/is a pain so he could have some haylage and soaked hay to keep him occupied overnight as I did not want to feed him masses of haylage/hay as I need to keep an eye on his weight.
 
I personally would take him off the haylage, have you tried just rinsing your hay under the tap/hose? We do this for one of our old boys who won't eat soaked hay and coughs a lot and a quick rinse of the hay has stopped him coughing totally. Hay should be sufficient on its own and if he is gaining weight then you need to look at his grazing and also maybe double net his hay at night to make it harder for him to eat it all in one go?
