Head on the floor.

When cantering/ galloping, his head is virtually on the floor and he just takes hold. I've tried half halts, which help for a stride, then he pulls his head back down and pulls me forward out the saddle. He's in a dutch gag, with two reins. He doesn't do it all the time, just mainly when he's in company and doesn't want to be left behind. Any advice please on how to get his head up.

Have you tried a waterford mouth piece, they stop them leaning on the bit.
