Head shaking when head collar put on

I have noticed over the last week or so as soon as you put a head collar on to my horse he starts to shake his head. Not in the traditional "head shaking" way but more from side to side, as if he was shaking a fly off his face but nothing is there. He doesn't do it when I put his bridle on but he has done it a couple of times when I have been riding. He isn't doing it in the field particularly, not that I am there to monitor him 24/7. Initially I didn't think much of it as he does occasionally do it if he's thinking about having a hoolie but he doesn't look like he's about to explode and now i've noticed this pattern. I can touch / brush all around the poll without any reaction but if I rub inside one of his ears he does it quite a lot! Can't see anything abnormal inside his ear but can only see so far... Wondering if something is going on and when I pop the head collar on it's irritating it?
Has anyone had anything like this before?
I normally put the head collar on by doing up the throat piece and pulling it over his ears but think i'll change this and flip the top piece over? Was wondering about putting some fly ears on him in the field tomorrow? And possibly try a fly veil if I ride to see if it makes any difference? It's not a really violent shake more like an irritation as if a fly has landed! All thoughts gratefully received!
 
If its abnormal, get them checked. There could be something stuck in there you can't see like a thorn etc..are they mega hairy at all ? If so hes maybe shedding too and its making him real itchy.

I haven't had him through a Spring yet so it's really difficult to know if it's normal or not! They are a little hairy and he is moulting a lot so I did think of this but then he's not doing it when grazing... I'll monitor over the next few days and see if it gets worse!
