You can buy special plasters from Boots to help remove scar tissue but not sure it would work on a horse where there is hair.
I would keep putting something soft on it to encourage it to crumble a bit and break down, what does your vet say?

I have used a cream from my vets called Dermobien (sp) which was prescribed for helping with proud flesh. My friends mare near severed her hoof (so lucky not to have done a ligaments etc) and the dermobien really helped the proud flesh and scar tissue. Scar is still obviously visable but alot better than it was.
Good luck
