Height for a 16.3 horse

I always think at least 18'' taller than the horse, so just over 7' internal height. We got an 8' high lorry for our 18. horse (who promptly went lame and has only been in it twice)

My first lorry was 7'6 internal height and I wouldnt want to go any lower as my 16.2's ears touched the roof. When looking for my next lorries I insisted this was the lowest I'd go and got one with nearly 8' height. Some sellers didnt have a clue and would say there horse was say 17hh and then come back saying it was 7' high. I do think the head carriage makes a difference though, so one 16.3 may be fine whereas another wont.
