Helmet question, EU and PAS equivalence

I took my nephew and niece for a short pony ride this afternoon, near Saint-Yrieix (Haute-Vienne, France). The girl there looked at their helmets (the label is in the photo below) and said "oh, that's no longer compliant, they'll have to wear our loaner helmets".

I don't know enough about the subject to argue, so I went with it, until getting back home to check up on it.

From reading this thread and this other one and an article here, I think now that a helmet marked PAS 015 2011 and with the British kitemark should be equivalent to EN 1384, and be considered safe. Have I misunderstood?

Or could it be that a riding school's insurance might state only EN1384 (or a subsequent EN standard)?

PAS 015 is the current standard for hats including skull caps and as far as I know a higher standard than EN1384 which has been withdrawn by the EU and temporarily replaced with VG1 until a new EU standard is introduced. BHS approved riding schools cannot accept BSEN1384 but can accept VG1 or PAS 015 amongst others. As EN1384 is no longer current I would doubt that any insurance company would dictate that.
