Help! Legs rubbing coat and horse raw?

I noticed a patch of bald hair on my horse was getting larger on one side, then started on the other and realised it was where my legs are. Horse is a thin skinned TB who does get rubbed easily, but has never had this problem before? After a long schooling session today there was actually a raw patch (albeit very small!). I was riding in long leather boots previously, but today rode in half chaps thinking this would help but its made it even worse!!! What do I do? I don't think it can be my leg position, I've never had this problem on other horses and he's certainly not lazy.... has anyone else experienced this? I'm thinking of putting cornucresine on it ( not the raw bit obviously) before I ride to a) help hair grow and b) a sort of protective barrier? Frustrating as we are showing tomorrow and it looks awful.
 
Happens with my horse as very sensitive skin.

I noticed that there were hard parts on the bottom of the half chaps and long boots.

My horse events to a high level so I have to ride him a lot. Only thing that worked was riding in wellies. But also making sure the horse is completely off the leg so you do not need to kick him so much.

I get this every year with my horse. It starts around April time and by mid June has stopped. I think it must be something to do with a change of coat.

Also I noticed that my chaps had a tear/hole in them which has also encouraged the bald spot. Thankfully its all 'haired' over now - until next year!
