HELP!!! My pony keeps escaping from his grazing muzzle!!!

Hi,
I have a laminitis prone Welsh Sec. B pony who keeps escaping from his grazing muzzle. I can't possibly adjust it any smaller without the RSPCA locking me up for cruelty, and i'm not allowed to fence off the paddock he's in. I hate having to make him wear it, but it would be worse if he were stabled all day. The fence is electric so he must be using his hooves to scrape it off his head or drag it along the ground. Can anyone recommend a grazing muzzle that is escape proof or any other way of managing this? All out of ideas!!! His current muzzle is a webbing comfort muzzle with a solid plastic bit with a hole in at the bottom. Are the completely solid plastic 'bucket' ones any better? Any help greatly appreciated!!! I'm terrified he'll get laminitis!!!
 
Hi! I have my mare in the same type of muzzle, she gets colic if she gets too much grass. I have found she seems to keep it on if i put it on with her fly mask?? Not sure why but might be worth a try. I also cut the hole in the bottom a tiny bit bigger, just so she doesn't have to work quite so hard but still doesn't get too much grass. She tends to then concentrate on the bit she can get rather then how the hell she is going to remove the muzzle!! Not sure i've been any help really but might be something you can consider!
 
I used to have the same problem with my shetland. I made a big thick plait with some forelock and mane and threaded the muzzle through it. It does need to be a hefty thick plait so he won't just yank his hair out!!
