Help needed on bridleway guidelines/standards

Does anyone know the standard Council Rights of Way guidelines are on:

1. how close to a bridleway gate they advise that landowner's might erect barbed wire, and

2. closeness where the gate catches are so that people don't catch their fingers.

3. the height a bridleway gate should be errected.

A gate should be "reasonably easy" to use for riders - which means that you shouldn't have to undo string, barbed wire or lift a very heavy gate - but it means that there is no necessity to put on bridlegate catches on every gate.

So this morning I had to get off to get through 2 gates,and a dog walker did another one for me, but I was able to open and close 7 others from on top. Our CC is pretty good with bridlepaths, overall.
