Help needed please - schooling question

As you know i've got my first client as an exercise rider she wants me to school her 6yo connemara. Now this horse is very very behind the leg, hes completely numb to the leg AND naps to the gate of the arena by falling out through his shoulder, and as soon as you get him going forward and try to get a contact he falls back into walk.
So my question is what exercises do you guys suggest will help this boy? I have a few ideas myself but am eager to hear some more suggestions.

Stuff the contact, forwards is most i portant for now. Stick him on a circle and get him moving away (laterally) from the leg by any means- a sharp double tap with a schooling whip should wake him up and use the stick laid on the shoulder if that helps you to keep control of the shoulder.
Perfect in walk with no napping then progress to trot!!

Echo what boss says.

Theres no point worrying about the contact with a horse that isnt working off the leg. Get it moving forwards and sharpened up before even considering what its doing with its head / mouth
