Help needed

In the yard I keep my horse we have a 17 year old welsh x Mare who has been suffering from Laminitis on and off for a year now but she keeps coming up small almost blister/fly bites on he neck and sometimes her withers but as there dont seem to be any flies about we dont this this is the cause. They come up and pop before we notice them and only really able to see them once they have popped and are very sticky. Anyone got any ideas what they could be?

My horse had something similar, like scabs filled with juice down his shoulder accompanied by loose poo. The vet said the haylage was too rich for him and advised soaking it for half an hour before feeding it
