Help passport advice

i have just brought a belgium warmblood and his passport is in belgium how do i regester it into my name i have looked on bw sites and sent e mail but nothing so far do i have to regester him in my name the last owner did not
 
I'd be asking why the passport isn't with the horse??
I bought a BWP horse a few years ago and his passport was lost, I spoke to the BWP on the phone and via email (which was very time consuming as they aren't very helpful at times) and I had to send them, proof of ownership, photos from all angles, DNA sample taken by vet and a hefty cheque - six months later I got it all back saying that couldn't be issued with replacement papers has already been issued replacements once before and it not there policy to do so again. A big effing hoo haa ensued and I managed to get an endoresed copy of his pedigree and an English studbook issued me with a passport.
 
Right according to my BWP passport - on change of ownership the passport must be submitted to the breeding asscoiation stating the name and address of the new owner for re registration and forwarding to the new owner (my previous owner has signed the passport next to her name but I have to admit I haven't bothered sending it in for change of ownership yet)
Now ive got a SBS passport for a different horse and that says exactly the same as the BWP.

Friend had a dutch warmblood and a similar problem she was missing a section from her passport as well, she was told to send hers to the british warmblood association and they would register him add the bit to her existing passport and change ownership details.
