Irish horses are never branded. I have seen a similar one before, think it was on a Danish horse.

I thought it might be a stud one as its a clover leaf. It is also on the righthand side which is usually a stud brand rather than a breed brand

Its not my horse so not sure, I will ask her tomorrow. I have looked at horsedata and couldn't see it
What does it mean if it is a stud brand?

A Stud Brand relates to a specific breeder. It's like the cowboys branding their stock, they each have their own individual one. Also Exmoor pony breeders, but theirs go on the shoulder.
