Help with Ifor Registration papers

I bought my Ifor 510 trailer off my old lecturer back at the end of April and when meeting her she showed me all the registration papers etc that would come with it. As she had only had the trailer a month or 2 she hadn't changed the name from the previous owner who is her close friend and said she would need him to sign it over. I paid and collected the trailer and she told me she just needed his signature and then I could collect the papers. Two months later and numerous, texts, emails and phone calls later she still hasn't replied and I can't insure it without the papers.

I thought I could trust her, having known her for years but this ridiculous ignorance to me asking for the papers is really starting to **** me off.

Can I get the registration papers by going straight to Ifor? This was my first trailer so I'm not sure how the registration is all set up.

I want to get it sorted ASAP.
