Help with lost recall

My 2yr old spangle's recall has gone a bit awol lately. She is/was trained to the whistle. She used to be 99.9999% unfortunately now half the time she only responds on the 2nd or 3rd call.
What can I do to reinforce the recall? For the first 20 minutes of our walks she is at her worst, food doesn't interest her at these times. Her dummy does work for a few minutes but she quickly loses interest in that too.
 
Hi. Have you tried a remote control collar. You can hire them rather than buying them as often people only need to use them for a short period of time. You can also get spray collars if you don't like the idea of the electric impulse ones. There is lots on information about them and how they work on the internet. Hope this might help. x
 
I don't like remote collar for recall problems, only really useful if they are chasing something or similar undesirable behaviour.
These should only be used under guidance and if you get the timing wrong you can make the problem worse.

A long line is much better. It lets the dog act as if it were free, it can trail on the ground, and you can stand on it if you are not getting a response, and also reel them back in. Jac, please see these threads
