Help with pony issues

how can i get my 9 yr old to stop panicking when i put my 3 yr old in a stable? they both live out together 24/7 but im trying to get them used to being in a stable just in case they have to go in. the youngster isn't too bad he will happily go in for short periods of time, especially if he has his hay in there. But today he was in there and my older one broke through the temporary fence to get to him, he was in a real panic. I have the front of my stables taped off as its been so muddy i don't want them up to the doors.
The older one has also become increasingly stubborn about having his head collar on too. When i first got him he wasn't too bad now i have a heck of a job to get it on him. HELP !!
 
Are they in stables next to each other? I have two mares that have always lived out and if i bring them out of the field on their own they are a bit reluctant at times. I dont have stables for them but will sometimes use my friend's. I make a concious effort to put them next to each other whilst in the stable, if i dont they start pacing and get very anxious. So maybe try putting them next to each other? The older one may be stubborn with his headcollar because he will have realised he may be seperated from the younger one, I also had this problem (its a good job we love our horses) I have to take a pocket full of treats and once she gets near me i reward her, then again once ive got the headcollar on i reward her again. Slow and painful process but now she comes to me straight away :) Hope I have helped in some way x
