Dont know if a thread about this yet, but the member who posted about her council saying she couldnt feed her horses is in the Mail letters page! Hope something will come of this now.

I saw this too - surely it means that every farmer in the country is breaking the law by feeding hay etc in their fields. Why is it different for horse owners?

it is different because horses are not counted as livestock.
iirc the issue here was that when the land was purchased with from the council it was approved for agricultural and equestrian use, the latter meaning that she would be allowed to feed her horses on it.

they're allowed to eat the grass but not get supplementary feeding. i had this all explained to me years ago by a Planning Officer before I applied for change of use etc.
it is mental, and i'd hope that on Welfare grounds you could argue that you should be able to give a hungry horse hay out in the field fgs.
i think 'horseyculture' as opposed to 'agriculture' is a VERY grey area, some councils enforce 1 thing, others don't.
it is definitely against the law to put jumps in a field that is classified as a grazing field. this has been enforced in the past.

No, I was being facetious, sorry. 
Planning is a nightmare though, I have friends who still cannot move in their completely finished house due to something to do with connecting to the sewers. I daren't ask them in anymore detail, as they tend to get a bit tetchy....

why is it these councils moan about "the cuts" close public toilets get rid of care staff and front line services, the bartswards still seem to have endless cash avallible to fund busybodys and other crap....
