I bought a flashing (Can also be solid light) leg band from Poundland a while ago, but it's too small for the top of my leg and too big for the bottom, so I figured I'd sew some velcro on, then I can change it when the battery runs out :)

Anyone else done anything similar?

Yep, used to do that years ago, but on the back of my jacket when I was cycling. Also made flashy collars for the dogs at night - ever tried spotting a black dog in the dark? ;)

Just wondering, do the lights actually show up from behind when it is on the horse, or are they flashing at the sky?

Not sure yet, I've not tried it out! It sits quite low on him (Tad too big) so hopefully people will see :)

Good idea. Anything that helps visibility is worth doing.
I was once riding down the track on the farm in the dark wearing a flashing tabard and a light on the browband and horse's boots.
Scared some of the liveries though as they thought they were seeing a headless rider.
