Did the Highway Code ever stipulate that horses must be ridden into oncoming traffic (right hand side of road), rather than with the flow of traffic on the left?
I had a very odd run in with an older gentleman driver on a hack this morning and was informed that that was what the Highway Code always said when he was a driving instructor. Obvs wasn't a very good one as he passed the horses at 50-60mph and only leaving about a foot of space!

You where taught to lead horses on the rhs so you saw the traffic coming towards you when I started out .
I don't know if that was in the Highway Code .
That's fifty years ago .

I've found this, from the New Highway Code, December 1976 (http://hansard.millbanksystems.com/lords/1976/dec/09/the-new-highway-code):

"More people now ride horses for pleasure, often on public roads; there is therefore a greater risk of accidents between them and vehicles. The section entitled, The Road User and Animals, (Rules 135 to 141 on page 37), incorporates a change in procedure in that persons leading an animal are now advised to do so on the left, keeping the animal on their left, instead of leading on the right as previously. This change resulted from consultations with representatives of horse riding interests. RoSPA, the National Farmers' Union, the AA, the RAC and the Horse Society of Great Britain were all in favour of the change; the Jockey Club of Great Britain was the only organisation against it. Although there was conflicting advice on this, we felt the clear balance of opinion was in favour of the change."

So perhaps it was about 40 years since he was a driving instructor?
