Hind leg swellings

I went to visit my old retired pony today and found she had small swellings about the size of a 50p on each hind leg. The swelling is at the top of the cannon bone on the front if that makes sense, so just below the hock but at the front. It's bilateral. Trotted her up and she is noticeably stiff. It's hard to say whether she is lame as she was only really field sound previously.
I've made the decision to bute her. YO who looks after her will check her three times tomorrow and I'll look again wednesday but any clues?
The yard got broken into last night so guessing the horses probably flipped out in which case it's a strain or concussion but of what? I know people will advise getting the vet but I'm disinclined to yet as whatever is wrong I won't box rest her and she is fully retired so vet will only recommend bute.

It might be a wind gall....horses can get wind galls if they do fast work on a hard surface for example......my TB mare gets it when wedo too much road work occasionally....they usually settle after a while.....shes understandably stiff....if the field is safe i would keep gving bute but turn her out..i feel it would only prolong the problem if she must stand in a box if windgalls is the case..hope i cud help

helenhorse, they look like windgalls but i didn't think you could get them that high up - they are literally at the top of her canon bone just before her hock joint. yes will definitely keep her out and she will only stress if in, she's not used to it.
