I have a Connemara filly (2 years old) and recently noticed her hocks are soft. When I pinch the cap of her hock, rather than just being hard bone like the older horses, it is soft and squishy above the bone. There’s no visible swelling. Is this normal for young horses who aren’t fully developed or do I need to get the vet out

Sounds like a bursal enlargement, do you think its capped hocks? If so its only cosmetic and may go down in the future.
Make sure you have enough bedding as it can be caused by lack of bedding and them rubbing their hocks on the floor or by leaning against a wall or back of the trailer or lorry space. Hock boots can prevent capped hocks when you travel and you can leave this on in the stable too.

This is what I thought at first, but am unsure as there is no visible swelling. Presuming it’s cosmetic as there’s no pain/lameness. She lives out 24/7 so stable isn’t an issue

I wouldn't put any sort of boot on a 2 year old it's probably capped hock alot of youngsters get them as they tend to lay where they feel tired, Arabi had one when he was 2 I just made sure he had a thick bed and it went on its own as he got older.
