I can'y use spray on mine as she flips. but I do use a Natural Equine Fly Gel (unfortunately discontinued, but I have a large supply) It really keeps the midges at bay and would be easy enough to make. It's aloe vera based, with eucalyptus, cedarwood, lemon and peppermint. The cedarwood is the most active ingredient I would say. I'm sure you would be able to incorporate those ingredients into a spray.
 
Mine works and you can take out the citronella but use the bog myrtle if you are wanting to keep midges off. This is aimed at horses with SI but does also keep the flies off.

You can leave out the lavender as not essential. Ditto the avon if you are not wanting to get rid of midges.

5 caps of dettol - from a 500ml size bottle
250 ml of Avon Skin so Soft and fresh - 500 ml bath oil. This can be halved if midges not too bad
2 teaspoons of citronella
2 teaspoons of eucalyptus oil
2 teaspoons of lavender oil
2 teaspoons of tea tree oil
2 teaspoons of cedarwood oil
2 teaspoons of bog myrtle oil – not essential but excellent for midge protection.

Top up to make 2 litres with either water or cold tea.

Shake well before spraying and give a quick shake after every few squirts to make sure the oil is mixed with the water.

I have used this on horses and humans but do a patch test just in case anything reacts to any of the stuff in it.

Very basic one is vinegar, surgical spirit, dettol and tea - only if you have a dark horse and nowhere near as nice as the one with the oils I make to use.

with citronella, heard it can cause problems and is toxic? im very over protective! lol
 
Bottom one I gave is non oil and if you don't mind the slightly horrible smell and have a dark horse it is cheap and effective.

I have also heard of using 1/4 part vinegar, 1 part tea, 1/4 part white spirit and a clove of crushed garlic.

You also have to make the tea very very strong - hence never near anything with white or light colours on it.

With the oil one, once you get the hang of mixing oil, I make up 2 litres at a time so it does not take long to do - getting oils is easy - I use essential oils direct on the internet and also have an tube that is for measuring oils to make sure I get the amount right.

Finally I have when in a hurry just used some dettol - 5 caps to a pint of water which did the trick for flies for a while.

Nahh, thats just the EU setting up dumb rules. It CAN cause reactions but then ANY essential oil can I believe.
