Hoof boots for flat feet and thin soles

Hello, I'm wondering if anyone knows if there is a particular type/ make of hoof boot that is best for horses with flat, thin soles. He needs frog stimulation. Should a horse like this use pads in the boots aswell or just the boots alone?

Whichever boots fit with pads will help. Mouse mats cut to fit work well.
