Hoof testers

Ok so not exactly hoof testers but should a horse flinch at all if tapped with a hoof pick on the sole of their hoof?

Should not flinch at all, but he may jump if the noise startles him.

So in that case I should be worried that if I tap [moderately hard] my geldings front feet that he flinchs quite badly? He gets foot sore on stone/rough ground but other than that is sound.
