I have a horse similar to that, allergic to dust, pollen and his own sweat, plus a host of other little things. There is a local charity by us that do loads of shredding, including court papers. Its cut into reals small bits, so its just like mucking out paper. The bags are about the same size as a bale of shavings, but obviously not as tightly packed. £1.30 a bag, costs me half of what it used to when I used shavings, and my horse stopped coughing the day after I changed him over.

Save me standing for so many hours shredding!
But eating paper is that for real??
My horse sometimes has the odd strand in her mouth but eating for dinner?????

Nothing that interesting ever happened at our site. It was usually secret because the secret bin was closer than the unclassified bin
