Horse being odd with his tail/ 1/4s.. any ideas?

Meeka is being odd with his tail/1/4s . I first noticed it a couple of weeks ago when I was putting his tail bandage on, he wouldn't let me and was really clamping down his tail. In the end I gave up. He now will not 'give' me his tail at all, if I touch his dock he clamps down. If I scratch under his tail he usually will lift it but now he lifts in for a second then clamps down so hard he traps my hand underneath it!
He also is more flinchy that normal with his quaters.
Last night I lunged him and he clamped his tail a couple of times and skipped forward like something had smacked him up the bum.
He settled and was fine after. He looks fine on the lunge otherwise and has actually been going well under saddle apart from he is coming a bit croup high in his canter transition if I allow him.
I think that this has come on since I started teaching him changes and I wonder if he has become tight through the muscles. I have got the chiropractor/physio booked to come and see him.
Just wondered if anyone else has had this?
 
My youngster hurt his tail a couple of years ago. He couldn't lift it and was very flinchy round his quarters. I think he injured himself playing. The vet couldn't spot what was wrong and I decided to just leave him in the field for a few months till it had settled down. I suspect nerve damage. He is 100% now, although it has taken a long time for ful movement to return.
