Horse Coat Care Help/Tips??

My boy has been out in a herd 24/7 and when it has rained and he has dried his coat seems to be a bit rugged and stiff on one side. I can feel little bumps underneath so possible mild rain rot? there is a slight pinkish colour underneath the white tougher fur so not sure if the skin has been irritated.
Has anyone got any tips on loosening this bit of coat(which is on his back)?? Treating it and making it normal again? I thought maybe oil to loosen but can only think mud, dirt and dust will stick!
I have brushed but wont budge it.

He has thick winter fur everywhere else which feels beautiful it is just his back that doesn't feel the same it is almost dried up and stiff..
He also has the little bumps on his legs so poss mud fever?

Has anyone got any tips how to get his winter coat soft again and treated for his comfortability??

It sounds like rain scald. I'd wait for a mild day and give it a good scrub with an anti bacterial shampoo. I used Coatex Shampoo. It's not necessary to properly bathe him, just the spot where it's bumpy. Once it feels better my top tip is to fluff the hair up when it dries after rain. When it stays clumped together I think it encourages skin problems.
