horse died because woman refused to pay for vet

i'm at a bit of a loose end with this but if i inform you of the details that i know i was wondering if someone could point me in the right direction.

a woman known to me apparently had a horse ( on loan to her) that had an abscess, she allowed the girls that part loan her horses to ride this horse whilst said abscess was present( apparently it popped whilst one of the teenagers was riding this poor horse)

but now this horse has died because the woman refused to seek help from the vet ( because she can't afford to feed her horses nevermind pay for vet care) i was wondering who i could contact regarding this as the state of her other horses are questionable and I have read various articles regarding the RSPCA and how they aren't generally bothered unless you kick up a fuss.

If you have evidence then maybe World Horse Welfare or the BHS welfare team. I'm a bit concerned about the word "apparently" in your post, they can't do anything on heresay.
Re her other horses, they'll have to be in a pretty poor state before anyone can do anything, what do you mean by their state being questionable?
 
well i had my horse on livery at her yard over winter and she didnt feed them, her stables were appalling(i have pictures to prove this) the details of what happened have come from somebody who part loans one of the horses( she's a young girl) so how true it is i'm not sure, but knowing this woman it is very likely to be true.
