Horse Eating Shavings

Hi, I've just changed my horse's bed from straw to Excel citronella shavings. They have a bit of straw in them but as soon as I put my horse in his stable, he started munching his bed!
It says it's "naturally unpalatable" - but it's more like a lemon flavoured buffet for my TB.

Is this a big problem?

My mare used to eat her shavings and she got colic from it as she ate so many

She is ok now I have swapped on to bedmax as they are bigger flakes and I dont think she likes the taste lol x.
 
I wouldn't think it's overly healthy for them to munch lots. My boy has a tendency to eat a few flakes when I put in a new bale but after five minutes he looses interest. I'm not sure I'd be happy with my horse eating large quantities though, can't see it being good for them.
