Horse has patches of hair missing everywhere!

For context my boy is a sensitive little flower. Currently he has the most beautiful shiny coat and looks so healthy BUT he has bad rein rubs, bridle rubs, leg rubs, rug rubs, you name it, it’s rubbing. He also came in the other day with about 5 patches of hair missing over his flank. He’d had a cotton fly rug on all day but they looked like fly bites. I wash him off after every ride, making sure to get the rubbed patches really clean and he has a great diet and no signs of sweet itch so I’m at a loss as to what to do next. He has anti-rub gear everywhere I can get it and that’s not really made any odds. So any ideas on how I can prevent or treat this would be greatly appreciated as he almost looks a bit mangey which isn’t ideal for an otherwise healthy looking competition horse!!
 
Try deosect - could be mites or fleas and if not no harm done
Definitely neither. I have checked extensively for both and had the vet to take a look for anything more sinister. Plus my other horse lives with him and doesn’t have a single missing patch of hair. He is a KWPN and other is a Connie so putting it down to him being super thin skinned compared to the Connie as never had these issues with him!
