Horse Hay Fever?!

We live on the coast and I think my horse has hay fever, he has got really gunky sore eyes, we clean them twice a day but i need some help with what else i can do to help the poor chap, i can barely get near him as they are so sore! It is worse because he is an appaloosa and has pink skin and also suffers very badly with sun burn. Any idea's welcome, he was wearing a fly mask but it is rubbing him so looking into finding another one.

Is his nose running too? If he had hay fever I would expect some form of snot too! It could be a hypersensitivity to light which can come from eating buttercups, there are probably loads of other things too - it's best to give your vet a ring and have a chat!! Let us know what they say, hope they can come up with something!
