I think you know that if you refused to photo anyone on a horse not wearing proper head gear you would be AMAZED at how quickly they found some.They, after all ,want the fee they are charging don't they? Or are they doing it for free? They also want the publicity. There are MANY very good people out there who would love both and wouldn't find it an imposition at all to wear a hat for a photo call. You could start with the BHS instructor of the year.
